The United Kingdom and the United States have concluded a major bilateral deal that will guarantee zero tariffs on UK drug products entering the US market.

The Terms of the Pact

In exchange for the tariff guarantee, the UK has agreed to increase funding on drugs through the National Health Service (NHS). This pledge secures that duties on these vital exports will remain at nothing for a period of 36 months.

This deal is in response to previous statements to hike import taxes on branded drug imports, with figures floated up to one hundred percent.

"This deal between the UK bolsters the worldwide climate for innovative medicines and introduces much-needed equity to American-British pharmaceutical trade," a release said.

Economic Importance

Drugs are one of the Britain's most significant exports to the America, which is by far the largest market for large companies like GSK and AstraZeneca.

Trade data reveal that in the 12 months prior to September, the UK sold medicines valued at £11.1bn to the US. This figure accounted for a significant portion of all goods exports in that span.

"This deal protects employment, boosts funding and facilitates the UK to emerge as a global hub for life sciences," the Business and Trade Secretary stated.

Specific UK Commitments

The agreement entails several notable commitments from the British government:

  • Price Threshold Increase: The UK will raise the price threshold at which it judges new medicines to be too expensive by a quarter.
  • Higher Drug Budget: There is a target to double overall public funding on treatments from 0.3 percent of Gross Domestic Product to 0.6 percent over the next decade.
  • Payback Limit: The percentage pharmaceutical firms must pay back to the NHS to stay within budget will be restricted at fifteen percent. In the past, refunds exceeded 20%.

Industry Background

The deal takes place against a long-running row between the drug companies and the ministers over drug pricing and regulatory access.

This friction were exacerbated by assertions that US patients were paying a premium for the equivalent treatments than patients in the Britain and the EU.

In recent months, several major manufacturing plans in the UK have been paused or abandoned, while multi-billion-dollar funding commitments have been announced toward projects in the United States.

The Science Minister stated that the NHS must spend more on medicines, noting that its budget allocation on drugs had shrunk as a proportion of its resources over the last ten years.
